12 LEGAL DOCUMENTS ISSUED IN FEBRUARY

The Government issued 12 legal documents in February 2017, according to the press announcement of the Ministry of Justice.

Decree No. 08/2017/NĐ-CP deals with the legal deposit of audio-visual and electronic materials of news by the central body responsible for state management of the press.

Decree No. 09/2017/ND-CP dated February 9 on state administrative agencies’ speakers, policy of speech and disclosure of information to the press stipulates periodical provision of information to the press in writing or directly at weekly press meetings and prompt provision of precise information via the portal of the government as per regulations.

Decree No. 13/2017/ND-CP, Decree No. 14/2017/NĐ-CP, Decree No. 15/2017/NĐ-CP, Decree No.  16/2017/NĐ-CP and Decree No. 17/2017/NĐ-CP define the functions, missions, authority and organizational structure of the Committee for Ethnic Affairs, the Ministry of Labor, Invalids and Social Affairs, the Ministry of Agriculture and Rural Development, the State Bank of Viet Nam and the Ministry of Information and Communications.

The Government has issued Decree No. 20/2017/ND-CP on tax management for business having related transactions.

Decree No. 21/2017/NĐ-CP was issued to amend and supplement some articles of Decree No. 20/2011/NĐ-CP detailing and guiding the implementation of Resolution No. 55/2010/QH12 dated November 24, 2010 of the National Assembly on agricultural land use tax exemption and reduction.

The Government has issued Decree No. 22/2017/NĐ-CP clearly stipulating the principles, policy, requirements, sequence and procedures for resolving disputes through trade reconciliation.

According to the decree, the settlement of disputes via trade reconciliation must ensure the principle of voluntarism and equality in terms of rights and duties between parties to the disputes who participate in reconciliation activities. Information relating to the reconciliation case must be kept secret, except in the case of a written agreement between parties or other regulations of the law.
