Mr. Raymond Cheng comes from a family business, Chiaphua Group, one of the largest privately held group of companies in Hong Kong, founded more than 90 years with considerable international stature. The Group is engaged in world-class manufacturing/ marketing operations, international property development, investments and education.

In 1992, Mr. Raymond Cheng founded Chiaphua Vietnam and headed up the Vietnam operations since the inception of the Group’s activities in the country as a Country Director. Under his leadership, Chiaphua Vietnam has successfully developed Grade A Saigon Tower Office Building in District 1 and Parkland Residential & Commercial Complex, Saigon Sports City in District 2, HCMC.

In addition, Mr. Raymond serves as the first term Chairman for five years of the Real Estate Sub-Committee of the Vietnam Business Forum and takes a position as an Honorary Member of Hong Kong Business Association Vietnam.

Mr. Sun was born in Italy but grew up in China and Hong Kong before leaving for the United States to complete his undergraduate and graduate studies. He spent most of his professional life as a structural engineer and then a consulting engineer in East and Southeast Asia.

He was advisor to Mitsui Construction Company for over ten years. He was project manager and partner in the Beijing Olympic Hotel and also served as Chairman for the Beijing Huasun computer company.

He first came to Vietnam as a structural engineer in the late 1960s, returning in 1991 to be the Project Manager and Partner of Hochiminh City’s Harbour View Tower and represented CASIL Telecommunications in Vietnam.

Mr. Sun was elected Chairman of the Hong Kong Business Association Vietnam in 2000 and re-elected successively in the year 2001 to 2003 when he devoted to the association with his great leadership.

He has retired and is staying in Zhongshan, China.

He is an Honorary Member of Hong Kong Business Association Vietnam.

Mr Owin Fung assumes the post of the Director of the Hong Kong Economic and Trade Office in Singapore today (November 7), succeeding the outgoing Director, Mr Wong Chun To. As the representative of the Hong Kong Special Administrative Region (HKSAR) Government based in Singapore, Mr Fung will be responsible for promoting Hong Kong's bilateral relations with three members of the Association of Southeast Asian Nations (ASEAN), namely Singapore, Vietnam and Laos, as well as India.

Mr Fung said, "I am delighted to take up this new role and build upon Hong Kong's long and close economic, business, cultural and people-to-people ties with the four countries this office is responsible for. Under the "one country, two systems" principle, Hong Kong has advantages of enjoying strong support from the motherland and direct access to the Mainland market, while at the same time, being well connected to the world. I am looking forward to collaborating with our partners seamlessly to tap the ample opportunities that await in the coming years."

Mr Fung has served in various policy bureaux and departments of the HKSAR Government, including the former Food and Health Bureau, the Tourism Commission, the former Economic Development and Labour Bureau, and the Home Affairs Department. When he worked as the Assistant Director-General of Trade and Industry in the Trade and Industry Department between 2015 and 2019, Mr Fung participated in the free trade agreement negotiations with ASEAN, Australia, Georgia and the Maldives, and was the chief negotiator on investment agreements with ASEAN, Australia, the Maldives, Chile, Mexico and the United Arab Emirates. In his last capacity as the Deputy Director of the Environmental Protection Department, Mr Fung assisted in the promulgation of the first Hong Kong Roadmap on Popularisation of Electric Vehicles and the Clean Air Plan for Hong Kong 2035, and was responsible, inter alia, for cross boundary co-operation on the environment.

Mr Fung holds a Bachelor of Arts in Economics from the University of California, Los Angeles, and an Executive Master of Business Administration from Fudan University and Washington University in St Louis.
