HANOI CITY MEETS 45% OF FULL-YEAR REVENUE TARGET AFTER FIRST FOUR MONTHS

HCMC – Hanoi City’s state budget revenue reached an estimated VND293.4 trillion in the first four months of 2026, equivalent to 45.1% of its full-year target, city statistics data showed.
Domestic revenue remained the main contributor, totaling VND279 trillion, or 45.7% of the estimate, according to the Hanoi Statistics Office.
Revenue from import-export activities was estimated at VND13.1 trillion, meeting 35.9% of the target and rising 21.2% from a year earlier. Crude oil revenue reached VND1.1 trillion, or 32.6% of the estimate, up 3.3%.
Collections from the non-state sector totaled VND78.3 trillion, achieving 54.9% of the target and increasing 32%. Revenue from foreign-invested enterprises rose 20.3% to VND17 trillion. Personal income tax revenue reached VND26.9 trillion, up 14.4%.
Fees and charges grew 32%, while registration fees increased 10.6%.
In contrast, revenue from state-owned enterprises fell 5.4% year-on-year to VND32.9 trillion.
Local budget spending in the January–April period was estimated at VND58.9 trillion, 22.2% of the full-year plan and rising 71.8% from a year earlier.
Development investment spending totaled VND32.2 trillion, or 20.6% of the plan, nearly 2.74 times higher than the same period last year. Recurrent spending reached VND26.6 trillion, fulfilling 33.1% of the estimate and increasing 18.3%.

International visitors to Vietnam in the first four months of 2026 rose 14.6% over the same period last year to over 8.8 million, with April alone seeing 2.03 million foreign arrivals, showed data from the Vietnam National Authority of Tourism (VNAT). It was also the first time the four-month figure exceeded 8.8 million. April marked the fourth straight month with more than two million visitors.
FOREIGN CAPITAL INFLOWS TO HCMC SOAR
Foreign investment into HCMC more than doubled in the first four months of 2026, while new business registrations surged, as Vietnam’s commercial hub accelerated reforms to achieve double-digit economic growth. Hoang Vu Thanh, director of HCMC’s Department of Finance, said at a meeting on May 8 that the city had attracted nearly US$3.3 billion in foreign investment since the start of the year, skyrocketing 127.1% year-on-year and equivalent to about 30.2% of its full-year target.
HANOI CITY WANTS NIGHTTIME ECONOMY TO CONTRIBUTE 5% TO GRDP BY 2030
Hanoi City aims for its nighttime economy to contribute around 5% of the city’s gross regional domestic product (GRDP) by 2030 under a new development plan approved by the municipal government. The Hanoi People’s Committee approved the plan for 2026-2030, with a vision to 2045, on May 9. The city expects the nighttime economy to become a new growth driver for its service and tourism sectors.
NEARLY VND125.6 TRILLION RAISED FROM G-BONDS IN JAN-APR
The Vietnam State Treasury raised a total of VND125.6 trillion worth of Government bonds (G-bonds) in the first four months of the year, fulfilling 41% of its second quarter issuance plan and 25% of its full-year target. The Hanoi Stock Exchange (HNX) said it had organized 20 G-bond auctions in April on behalf of the State Treasury, successfully mobilizing nearly VND45.5 trillion, skyrocketing 132% against the previous month.
HOLIDAY TOURISM BOOMS, REVENUES SURGE ACROSS VIETNAM
The northern province of Thanh Hoa reported 1.72 million visitors, and obtained around VND4.33 trillion in revenue. Coastal tourism dominated, with Sam Son Beach attracting roughly 1.2 million visitors, the highest in the province. Early preparations and transparent pricing policies helped deliver strong results, as the province targets nearly 17 million visitors in 2026.
