NEW POLICIES TAKE EFFECT IN FEBRUARY
Compulsory insurance for construction investment activities
Decree 119/2015/ND-CP (Decree 119), dated November 13, 2015, on compulsory insurance for construction investment activities shall be valid since February 10, 2016.
Accordingly, Decree 119 regulates liabilities for participation in complulsory insurance for construction investment activities (entities required to buy compulsory insurance for construction investment activities; insurance validity period; scope of insurance coverage and denial of coverage); conditions for sale
or purchase of compulsory insurance for construction investment activities (conditions with respect to reinsurance assuming enterprises or foreign reinsurance assuming organizations; retained liability; sum assured, rules of determination of insurance premium; and Government authority to manage compulsory insurance on the field.
Criteria to serve in the People’s Public Security force
Decree 129/2015/ND-CP (Decree 129), dated December 15, 2015, provides the performance of the obligation to serve in the People’s Public Security force.
Effective since February 1, 2016, Decree 129 regulates objectives, cretaria, procedures, recruitment, mechanisms and policies for citizens who serve in the People’s Public Security force.
The decree also prescribes responsibility of units and individulas in choosing people to serve in the People’s Public Security force.
Guidance on national important projects
Decree No. 131/2015/ND-CP, dated December 25, 2015 provides guidance on national important projects based on regulations of the Public Investment Law and the Investment Law, including the organization and activities of the state evaluation council for investment projects, procedures and contents and expenditures for evaluation of the national important projects.
Coordination of the militia and self-defense force
Decree No. 133/2015/NÐ-CP defines the coordination of the militia and self-defense force with other forces in border, sea and island protection; protection of political security and social order and safety at the grassroots; and forest protection and forest fire prevention and fighting.
Assisstance on voluntary social insurance
Decree No. 134/2015/NÐ-CP, dated December 29, 2015, details a number of articles of the Law on Social Insurance for performing voluntary social insurance.
The new decree shall take effect since February 15 and specifies the retirement and death allowance, social insurance fund, mode of payments, premiums, closing time, changing mode of payments and social income and social insurance points and the procedure of voluntary insurance.
Indirect overseas investment
Decree No. 135/2015/NÐ-CP, dated December 31, 2015, stipulates indirect overseas investment.
Six organizations are allowed to pour indirect overseas investment including 1- stock market and fund management companies, 2 - stock investment fund via fund management company (stock management fund) and stock investment company, 3- insurance businesses, 4 – commercial banks, 5 – general financial companies, 6 – State capital and investment corporation.
Implementation of the national database on population
Decree No. 137/2015/ NÐ-CP, dated December 31, 2015, details a number of articles and measures for implementing the Law on Citizens' Identification.
The Decree shall come into effect on February 15 on collecting, updating, editing, correcting, sharing, exploiting and using the information taken from the national database on population, as well as structuring personal identification number, order and procedures for issuance of personal identification and enforcement measures for citizen identification.
Job search for workers
Decision 63/2015/QD-TTg, dated December 10, 2015 stipulates assistance in vocational training and job search for workers whose land is withdrawn.
Decision 63 prescribes regulations on assistance on conditions,time, and vocational training; job creation, and sending of guest workers abroad in contract.
Support to units employing ethnic minority people
Decision 64/2015/QD-TTg dated December 17, 2015 regarding the amendment and supplement of Decision 42/2012/QD-TTg dated October 8 2012 by the PM on the organizational support to units employing ethnic minority people residing in mountainous areas and specially difficult regions.

VIETNAM GETS US$2.64 BILLION FROM SEAFOOD EXPORTS IN Q1
Vietnam’s seafood sector booked around US$927 million in export revenue in March, bringing the total in the first quarter of this year to US$2.64 billion, showed data from the Vietnam Association of Seafood Exporters and Producers (VASEP). China was the primary export market in Q1. Other markets such as the U.S., Japan and South Korea imported less due to weakened consumer spending and stringent technical barriers.

US$250-MILLION DEAL ADVANCES VIETNAM’S GREEN CREDIT PUSH
